Flag: the same bulletin's 'Passing Score' table gives state-portion raw correct-counts (28, 36) that don't cleanly divide into its own header-table state item counts (30, 35) — 36/35 is arithmetically impossible — an internal inconsistency in PSI's own document, not an extraction error. Used the structural header-table item counts; the passing-score anomaly is unresolved.
